Alonso Illueca’s practice focuses on legal advice to intergovernmental organizations (IGOs) and nongovernmental organizations (NGOs), including their establishment and structuring in accordance with the applicable legal instruments. Additionally, he provides expert advice on matters related to privileges and immunities of IGOs and States, asylum, refugee and extradition law. Alonso has extensive experience in the incorporation of Panamanian legal entities, the execution of commercial transactions, and direct foreign investment disputes.
Before joining Bufete Illueca, Alonso served in the Specialized Unit of Migrants and Refugees of Panama’s Ombudsman Office; in the Rapporteurship on the Rights of Migrants of the Inter-American Commission on Human Rights of the Organization of American States, in Washington, D.C., USA; in the Permanent Observer Mission of the International Development Law Organization (IDLO) to the United Nations, in New York, USA; in the Codification Division of the Office of Legal Affairs of the United Nations’ General Secretariat, in New York, USA; and at the Permanent Mission of Panama to the United Nations, in New York, USA.
Mr. Illueca regularly dictates lectures and seminars. Additionally, he has written extensively in national and international blogs and peer reviewed journals on subjects such as international security, international relations and public international law. Currently, he is Adjunct Professor of Public International Law and Human Rights Law at the Universidad del Istmo, Adjunct Professor of International Security and Emerging Conflicts at the University of Panama, and Op-Ed columnist at La Prensa newspaper.
